It important to note that providers will often charge the same price for quantities of 1000 or less. As an example, 250 business cards could very well cost the same as 1000 business cards.
There is a cost associated to setting up the printers for each project, and that charge does not always melt into the overall cost until the project reaches 1000 units.

Its interesting that you do note this… however the cost to the printer to set up a job for “digital printing” is neglible… most digital presses work very similar in fact to you own laser colour printer… So in reality, the cost for one flyer, brochure, or business card can actually be the same as 1,000 on a digital press.
On the other hand, offset printers are very expensive to set up, with plates, and inks all needing to be set up, as well as the machines neding to be cleaned after each job!
The benefit is that after about the 1,000 to 2,000 mark, they absorb their costs.
Go digital printing for less than 1,000 short runs, and go offset for larger runs of 1,000+
